Question:Is it permissible to transfer the religious funds (like that of khums) of those who are not your followers to your office, and will these be discharged by delivering it to you?
Answer:In the name of Allah, be advised, my brother, if the religious authority believes in the mandate of the public jurist (Wilayatul Faqeeh), he is followed according to the religious scales and this religious authority has ordered his followers to transfer the rights (funds) to him. In this way only, it is not allowed to the follower to pay Khums to the other religious authorities. On the other hand, if following is not according to the tradition on Scales due to the recognition of the most knowledgeable one among these religious authorities, for example, and other conditions; or the religious authority does not believe in the Wylaiatul Faqeeh and does not require his followers to carry rights to him; only in these three cases, one may have the permissibility to carry the rights of everyone who pays Khums to us. Allah knows best.
Question:Is it permissible to give the imam’s share of Khums to the offender (against our sect) if he is poor?
Answer:In the name of Allah, it is not permissible. Allah know best.
Question:I would like to pay a sum of money (the Khums). I sent it directly to Iraq to the shrine of Imam Hussein (PBUH) through my uncle. Is this right?
Answer:In the name of Allah, Khums is of two types: one half is for the Sayed people who are twelvers and needy. You are permitted to spend this half on the Sayed ones who deserve the Khums. The second type of Khums is the Imam’s share. However, it is not permissible for you to pay any one of this half anything unless the permission of the authoritative reference (Marja’) is given. If one claims that it is authorized by one of them, you may ask him to provide you with a receipt of receiving the share of the imam (PBUH) signed and stamped with the seal of the religious authority. Without that, your obligation to the right of the Imam (PBUH) is not discharged. Allah is the All Guide and Supporter.
Question:I have one of the children who is very needy and I have nothing to give him from my own money but I have the Khums. Is it permissible for me to give him the Khums?
Answer:In the name of Allah, you have to spend on him from your own money because it is your duty to support him, and not to extend your hand to the rights of Allah. So fear Allah and avoid the money of the Messenger of Allah (PBUH&HF). If you want their intercession. Allah is the All Guide and Knowing.
Question:They also say that the Khums is permissible in the time of absence, and that Imam Mahdi (PBUH) said that I allow Khums to our followers. What is your response to this problem?
Answer:In the name of Allah, Khums is duty in the time of absence and it is sufficient in the obligation and continuing to take Khums out that Quranic verse which orders the obligation of Khums. The narrated accounts of the infallibles (PBUH) should be considered in light of all the news that is well-authenticated from them. As stated, the cursing was also given to anyone who misappropriates the money of the infallible (PBUH). Furthermore, it is narrated to emphasize implementing the Khums in many narratives. It is necessary to examine the circumstances in which these narratives were issued and the work of the Imams (PBUH) to remove the Khums sometimes and to commit to it other times. As the scholars have pointed out, the permissibility was temporary in the time of the minor absence of the Awaited Imam (may Allah hasten his reappearance). The Shiites were under severe economic pressure and were persecuted by the unjust authorities. It was difficult for many of them to deliver the Khums to any of the Imam's representatives. The sword of tyranny was dripping with the blood of the Shiites and the imam (AJ) is the absolute guardian who has the right to analyze and permit whoever he wishes according to the interest he is aware of in those circumstances. Question:Is it permissible to spend the Khums of Imam's share on the Husseini gatherings, such as buying food for the participants in the condolences?
Answer:In the name of Allah, if practicing what you have mentioned depends on spending the Imam’s share, whoever has something of the right of the imam should request our permission to permit him to give the amount of the Khums. If paying some of the rights of the Sayed is not necessary for this or the imam, as you have said, it is obligatory to spend from your own money. Then, you should know that if the share of the imam is spent on what you have mentioned, the reward goes for the imam, not for you Shiites as you have spent the money of the imam and not your own money in reviving the Husseini condolences. Allah knows best.
Question:In case I have Khums share of the Sayed and I did not find Syeds who deserve it. Can I give it to share of Imam (PBUH)?
Answer:In the name of Allah, you cannot spend the share of Sayed to others. If you do not you find a Sayed in the whole world, send the money to us as we have many Syeds who are needy. Allah is the All Guide.
Question:Is it permissible for a person who is liable with the share of Sayed according to the Islamic ruling to give this whole or part of the share to his sayed wife for spending on Umrah or visiting the holy shrines, or to give this share to his son - if he is a Sayed - for the purpose of marriage?
Answer:In the name of Allah, it is not permissible to do this because the wife's expenses are dependent on her husband and the expenses of the children are on the father. Allah is the All Guide and Knowing.
Question:he father is obligated to provide all expenses of his children. Is it permissible for a father to give the religious right to his married daughter because her husband is poor in sharee'ah or is it not permissible to pay her for her husband?
Answer:In the name of Allah, it is not permissible to spend on the husband, if he is well off. If the husband is not poor, marriage does not preclude the obligation the father to pay due to the husband's inability to do so. Allah knows best.
Question:if one dos not trust the representative of the religious authority, to whom will one give the imam’s share? If one comes to know that the representative is not trustworthy to be given the share of the imam, will it be permissible to give the Khums to the same representative?
Answer:In the name of Allah, you have to contact the religious authority, and he determines what to do. Additionally, we order each of our representatives to receive the receipt which is signed and stamped by the religious authority to deliver it to the person who paid the religious right. If you got the signed and stamped receipt from the religious authority, you are safe, and in this case, the representative, Allah forbid, cannot betray the trustworthy charge. Allah knows best.
