Answer:In the name of Allah, if summoning and sending the spirit means forcing the spirit to deliver a message or bring information from the realm of Barzakh and beyond by coercing and compelling it to obey the user, this is not permissible with the spirit of a believer but is permissible with the spirit of a non-believer. However, if the spirit has the choice to be present or not, then there is no issue, whether or not the spirit is of a believer. Allah knows best.
