If he is not able, then if this year is the year in which he was capable, then he must tolerate and his ruling is the ruling of the banned person. If the year was not the one in which he is capable and the Hajj was stable from previous years, he must perform the Hajj in the coming year, and if he had no knowledge of his violation of the authorities’ view of reality. Second: If knowledge is imposed on disagreement, then in this form, it is not permissible to stand with them. So, if the person who is performing Hajj is able to do his duty; to perform emergency standing in Muzdalifah without forbidden action, then he has to do, otherwise he has to perform a single Umrah instead of Hajj and then he has no Hajj.
